class=\"invisible\">\/RDS2U_PE2_consultation_document_Chi.pdf<\/span><\/a><\/u><\/p>\n<p>\u5c0d\u65bc\u9435\u8def\u8ff7\u4f86\u8aaa\uff0c\u4e00\u4e9b\u770b\u4f3c\u5927\u5200\u95ca\u65a7\u7684\u5efa\u8b70\u5176\u5be6\u65e9\u5c31\u60f3\u904e\uff0c\u6bd4\u5982\u628a\u5317\u6e2f\u5cf6\u7dda\u4e00\u5206\u70ba\u4e8c\u3002\u8aee\u8a62\u6587\u4ef6\u63d0\u51fa\u4e00\u4e9b\u5be6\u969b\u7684\u6578\u64da\uff0c\u4f8b\u5982\u539f\u4f86\u6cbf\u5f4c\u6566\u9053\u7684\u6e2f\u9435\u8f09\u5ba2\u91cf\u8d8a\u4f86\u8d8a\u5c11\uff0c\u9664\u4e86\u4eba\u5011\u5be7\u9858\u7b49\u4e0d\u60f3\u8feb\u4e4b\u5916\uff0c\u4ea6\u56e0\u70ba\u5176\u4ed6\u904e\u6d77\u7dda\u7684\u5206\u6d41\u4f5c\u7528\uff0c\u6bd4\u5982\u6c99\u4e2d\u7dda\u5df2\u843d\u5be6\u7684\u7d05\u78e1\u7ad9\u7d93\u6703\u5c55\u7ad9\u76f4\u901a\u91d1\u9418\u7ad9\uff0c\u5230\u6642\u76f8\u4fe1\u7d05\u78e1\u6d77\u96a7\u90fd\u4e0d\u7528\u958b\u90a3\u9ebc\u591a\u5df4\u58eb\u3002<\/p>\n<p>\u5317\u6e2f\u5cf6\u7dda\u6709\u5169\u500b\u5206\u62c6\u65b9\u6848\uff0c\u5176\u4e00\u662f\u300c\u63db\u7dda\u300d\u65b9\u6848\uff0c\u5c31\u662f\u6771\u6d8c\u7dda\u7531\u9999\u6e2f\u7ad9\u7d93\u65b0\u7dda\u4f38\u5ef6\u5230\u67f4\u7063\u7ad9\uff0c\u5c07\u8ecd\u6fb3\u7dda\u7d93\u539f\u7dda\u4f38\u5ef6\u5230\u5805\u5c3c\u5730\u57ce\u7ad9\uff1b\u5176\u4e8c\u662f\u300c\u4ea4\u532f\u300d\u65b9\u6848\uff0c\u5c31\u662f\u4fdd\u7559\u539f\u7dda\uff0c\u800c\u5c07\u6771\u6d8c\u7dda\u548c\u5c07\u8ecd\u6fb3\u7dda\u7531\u65b0\u7dda\u63a5\u99c1\u8d77\u4f86\u3002<\/p>\n<p>\u539f\u6e2f\u5cf6\u7dda\u7e41\u5fd9\u6642\u9593\u6700\u64e0\u8feb\u7684\u8def\u6bb5\u662f\u7531\u91d1\u9418\u5230\u9285\u947c\u7063\uff0c\u904e\u4e86\u592a\u53e4\u7ad9\u4e4b\u5f8c\u4eba\u6d41\u5c31\u8f03\u9b06\u52d5\u3002\u9019\u662f\u7531\u7269\u696d\u5206\u4f48\u6c7a\u5b9a\u7684\uff1a\u6e2f\u5cf6\u5317\u5cb8\u4e3b\u8981\u5546\u696d\u5340\u5728\u4e2d\u74b0\u81f3\u9285\u947c\u7063\uff0c\u526f\u5546\u696d\u5340\u5728\u9c02\u9b5a\u6d8c\uff0c\u800c\u4f4f\u5b85\u5340\u5247\u96c6\u4e2d\u5728\u5317\u89d2\u81f3\u897f\u7063\u6cb3\u3002\u53e6\u5916\uff0c\u91d1\u9418\u7ad9\u63a5\u6536\u5927\u91cf\u7531\u4e5d\u9f8d\u897f\u53ca\u65b0\u754c\u897f\u4f4f\u5b85\u5340\u5230\u6e2f\u5cf6\u5546\u696d\u5340\u4e0a\u73ed\u4eba\u6d41\uff0c\u800c\u9c02\u9b5a\u6d8c\u7ad9\u53ca\u5317\u89d2\u7ad9\u5247\u63a5\u6536\u4e5d\u9f8d\u6771\u53ca\u5c07\u8ecd\u6fb3\u4f4f\u5b85\u5340\u5230\u6e2f\u5cf6\u5546\u696d\u5340\u4e0a\u73ed\u4eba\u6d41\u3002\u65b0\u754c\u6771\u6c99\u7530\u4ee5\u5317\u4eba\u6d41\u5247\u4ee5\u6771\u9435\u99c1\u7d05\u96a7\u4e0a\u73ed\u3002\u6240\u4ee5\u5927\u9ad4\u4e0a\uff0c\u65e9\u4e0a\u4eba\u5011\u7531\u4e5d\u9f8d\u3001\u65b0\u754c\u53ca\u6e2f\u5cf6\u6771\u5f80\u6e2f\u5cf6\u5317\u64e0\uff0c\u665a\u4e0a\u5247\u662f\u76f8\u53cd\u65b9\u5411\u3002<\/p>\n<p>\u6240\u4ee5\u7b46\u8005\u50be\u5411\u63db\u7dda\u65b9\u6848\uff0c\u597d\u8655\u662f\u89e3\u6c7a\u4e86\u6cb9\u5858\u7ad9\u65e9\u4e0a\u96e3\u8f49\u8eca\u7684\u60c5\u6cc1\uff0c\u5c07\u8ecd\u6fb3\u6578\u5341\u842c\u4eba\u53e3\u53ef\u4ee5\u76f4\u63a5\u5230\u6e2f\u5cf6\u5317\u5cb8\u5169\u500b\u5546\u696d\u5340\u901a\u52e4\uff0c\u540c\u6642\u4ea6\u914d\u5408\u4e86\u672a\u4f86\u85cd\u7530(\u7d042,000
